The UK Gambling Commission (UKGC) has rolled out a new framework of enhanced affordability checks that require licensed online casino and betting operators to verify the financial circumstances of customers who deposit above defined thresholds. The move is part of the broader Gambling Act reform process that has been underway since 2020.

What the New Rules Require

Under the updated licence conditions, operators are now required to implement proportionate financial risk assessments for customers whose deposit patterns indicate potential financial vulnerability. The checks are frictionless for the majority of customers โ€” operators access credit reference agency data passively in the background, without requiring players to upload documents at lower thresholds.

At higher deposit levels, operators must conduct more robust checks that may include income verification, employment status review or source of funds documentation. The UKGC has stated that the vast majority of players will not be affected by any additional friction.

Timeline and Compliance

Licensed operators have been given a phased compliance window. The first phase, covering enhanced data-sharing and background checks, came into effect in early 2026. The second phase, requiring documented processes for higher-spending customers, is scheduled for implementation later in the year.

Operators that fail to implement the checks in line with the UKGC's requirements face licence review, financial penalties and in serious cases, suspension of their operating licence.

Industry Response

The new requirements have drawn a mixed response from the industry. Some operators have welcomed the clarity the framework provides, while trade bodies representing smaller operators have raised concerns about the operational cost and the potential for disproportionate friction for players who can clearly afford to gamble.

The UKGC has maintained that player protection is the primary objective and that the frictionless nature of background checks for most customers addresses the industry's concerns about usability.

What This Means for Players

Most recreational players depositing modest amounts will not notice any change. However, players who deposit significant sums may be asked to provide financial documentation before or during gameplay. The UKGC has emphasised that this information is used solely to assess potential harm, not to restrict legal gambling activity.

Players who are asked for documentation are entitled to know why the request is being made and have the right to complain to the UKGC if they believe the request is disproportionate.
